To help further isolate potential causes, let's start by taking a look at apps that have access to your camera by going to Settings > Privacy > Camera. Do any of the apps that are granted camera access on this screen show they are using more background activity than on screen time under Settings > Battery?

If so, go to Settings > General > Background App Refresh and turn this feature off for those apps. Test if there's an improvement in battery life and background activity for Camera over the next 24 hours. Keep us posted on the results.
