Being that this is a User-to-User forum, no one here would know the answer to that.
B. Not Fully Banned?:
You are able to get into these forums. So, (if it is the same Apple Account) your Apple Account is not (fully) banned.
C. Troubleshooting Payments:
- Contact your Financial Institution:
As for iTunes - contact your Financial Institution(i.e. bank) - perhaps your bank (let's say) is seeing these purchases as scams. So, contact you bank, approving of online purchases through Apple.
- Add iTunes Through a Gift Card:
Alternatively, purchase iTunes Gift Cards - see if you can then make purchases. Perhaps, get such a card at your local retailer, gas station, or drugstore. Important - Go Here: About Gift Card Scams - Apple Support
