Problems downloading songs to my iPad from my iTunes Match Account

I have over a thousand CD's ripped and stored in my iTunes Match Account.

To save space, I only download a few of them onto my iPad (my favorites)

As I tire of them, I'll delete them and download others.

With my brand new iPad Air 3, I suddenly can not download ANY songs or ANY Albums to my brand new iPad Air 3. Things work as they always have from my old iPad 2.

Do any of you have any ideas of what I can do to fix this problem?

I've tried 'Re-Syncing' my entire library, and it re-syncs no problem, but download to the device still does not work. Downloading Podcasts still works fine by the way.

See Turn on Sync Library with Apple Music - Apple Support. It should be same control for iTunes Match and might also be called iCloud Music Library. Turn it off. Turn it on again. Any better?
