I have transaction from Apple service that says 20$ and it says that it is declined. Does it mean that I have to pay the 20$?

if that is a bill you do not recognize you can go here - If you see "apple.com/bill" or an unfamiliar charge on your statement - Apple Support
if you did not buy anything you do not have to pay for anything.
