I had bought a iPhone 11 off of eBay and the activation code was as still on it and I had contacted the old owner but they never responded
If the phone was advertised as unlocked, contact eBay to initiate a return/refund. If the previous owner can not, or will not remove the lock, the phone is useless to you.
