I bought a ipad second hand and i dont know the apple id and i cant contact the original owner

Then nothing could be done, return it where you have purchased ☺️

In that case sorry to say but you’ll never be able to use it. There is no way for you to disable activation lock on that device without knowing the AppleID and password used.
