You are not required to upgrade to Mojave, but…

Because Mojave is an upgrade, not an update to High Sierra, and you would have to download the full Mojave installer from the Mac App Store (special link) to upgrade from High Sierra — provided your Mac is sufficient recent to support the Mojave hardware requirements.

Once macOS 11 (Big Sur) is released, Apple will cease security and browser updates to High Sierra, and Microsoft will update their current High Sierra requirement to Mojave for installations of Microsoft 365 or Office 2019 for Mac. Mojave will continue to receive security and browser updates for another calendar year. Like Apple, Microsoft adheres to supporting the current operating system release, and the two previous year major updates.

If you want to upgrade your versions of Apple's Pages, Numbers, and Keynote to the current versions in the Mac App Store, then you will need to be running at minimum Mojave before the Mac App Store will permit their downloads. This requirement may change with the release of Big Sur and future versions of these applications.

Some software vendors may make Mojave the new minimum for their application installation. Check with your third-party software developers for that criterion.
