I bought a iPhone and it is icloud locked and the last owner will not unlock it .

You have encountered Activation Lock a theft prevention feature. Without the Apple ID and Password, you will never be able to use the device. We cannot help and Apple will not help. It is probably a stolen phone. Turn it over to the police or recycle responsibly.
