keychain works on new iPad Pro but quit working on iPhone x with last iOS update to 13.5.1

Did you go into settings and make sure it was on? settings>Apple ID (your name at the top)>iCloud>keychain - turn on.

turn it off then back on. try signing out of your appleID and back in.

I tried but KeyChain would not turn off

Kept turning back on and never really turned off

Turned off button, warning came up, entered Apple password, small busy wheel, then button came back on green
