Do not use its IP address. Do not install any drivers. Do not use the existing entry in Printers & Scanners. Delete it. Forget about IP addresses, drivers, cables, etc. None are required.

Unless you are an enterprise customer HP's support is abysmal and their Mac support is even worse.
As long as your printer is one of these AirPrint-compatible devices, you do not need to use any drivers, and installing anything from HP will only complicate matters. Apple recommends that you do not install any drivers. Refer to Add a printer on Mac.
You can see from the above that HP's naming scheme is unfathomable, so research your exact model designation to be sure it's not some other variant of the above. If it is not an AirPrint printer then you won't be able to use it anyway, but the fact your iPhone can use it indicates it must be AirPrint-compatible.
Restart the printer, restart your router, reset them both to defaults and reconfigure them if necessary (it shouldn't be), but whatever the problem may be it's unrelated to drivers or IP addresses.
If you plugged in a USB cable unplug it and put it away. It's a relic of a bygone era. Whatever printer driver relied upon that cable should be deleted from Printers & Scanners because as far as macOS is concerned it might as well be a totally different printer. Using that cable will only complicate matters.
Plugged in via USB. Printer found. Unplugged but still says offline; can't find printer. Went to HP instructions. Telling me to install driver which I did not. Why is using IP address not a good idea?
Remove that entry from Printers & Scanners and add it again as an AirPrint printer.
Tried that. Didn’t work. Still can’t find printer. I used IP address to add printer but baffled as to why MacBook can’t find it.
