photos is recurrently shutting down and locking out photo edits forcing restoration to original to recover the photo. Will repairing photos library fix this?

Yes, and thank you. Reinstalling the updater appears to have resolved my problem. I am now able to edit without losing photos or having to 'revert to original". Also Photos is now uploading to icloud appropriately. Thank you.

You can also boot into Safe mode and see if that helps:
