iPad Restriction Settings for HBO Max App Not Working Properly!

I have 2 iPads, both running iOS 13.5.1, both with identical restriction settings for my 2 minor kids who are both the exact same age. Both iPads are set to allow viewing of PG-13 content. I just downloaded the HBO Max App on both iPads and one will allow PG-13 movies to play and the other one won't. I even tried upping the restriction in the iOS settings to allow Rated R content and the HBO Max app still won't play PG-13 movies. I even deleted the app and reinstalled it; still wont play PG-13 movies. Any tips?
