Thanks for using Apple Support Communities! It looks like you're having some trouble with Touch ID, and we'd like to help out.
Use Touch ID on iPhone and iPad article advises to just rest your finger on the Home button. Don't press, as a long press is how to summon Siri. It may take a little getting used to, but Siri will let you know when you press down too long.
