Change Storage Plan

I have been trying to upgrade my plan. I enter all the information and it keeps telling me that it cannot connect to icloud.

Can you possibly try another WiFi or cellular? If not, troubleshoot further here - If you can't connect or sign in to iCloud - Apple Support.
