My account has been disabled in the App Store and iTunes Store

We can get in the account. But, when we try to purchase anything, the same line comes up:

your account has been disabled in the App Store and iTunes Store.

We cannot figure out how to enable it. (It has nothing to do with passwords, because we can get in our account, just unable to download anything... Even free apps on the iPad)

Apple.com says to contact Apple support, but then says there is nobody to contact.

If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support.
