texting somebody from uk to and eu country

hey , so on the weekend i will be travelling to a place with no wifi and my data package is low .. and i need to text somebody from belgium which is currently staying in turkey but has got both numbers . i have got iphone and he has got android .. will it cost me to text him through imessage ?
