Silence Unknown Calls also block visible numbers

When I turn on Silence Unknown calls in the settings. It automatically silence numbers that are NOT unknown. I tested it numerous of times with 3 different numbers. The number has to be saved in my contacts in order for it to work. How do I get this fixed? I do not want unknown callers to call me but I also want calls that are not blocked and not saved in my contacts to have that ability to call as well. I’ve contacted Verizon support with all the troubleshooting steps: This was the resolution “ turning OFF Silence Unknown Callers”.

With iOS 13, you can turn on Silence Unknown Callers to avoid getting calls from people you don’t know. This blocks phone numbers that you've never been in contact with and don’t have saved in your contacts list. If you’ve previously texted with someone using their phone number or if a person has shared their phone number with you in an email, a phone call from that number will go through.
