How do I upgrade my storage from $2.99 to $9.99 a month?

No I did not my phone is saying my storage is too low to get the latest update and it seems I have too many apps on my phone but I use them all daily except the apps that were on the iPhone when I got it.
As I said, adding storage in iCloud won’t help that. Go to the link I posted and go through the various suggestions to see if you can free up some space.
Also check your storage on the iPhone and see what is taking up the most space.
