iTunes not letting me or my moms phone download anything

My phone and my mothers says the same thing, “Your account has been disabled in the App Store and iTunes. For assistance, contact iTunes support”. My mother’s payment method has been cancelled and just now added Apple Pay as payment method on my mother’s phone but it’s the same thing. It doesn’t let me upgrade either. My phone is 7 and my mother’s is X.
