captions on iphone 8

thanks for the responses. I mostly need to caption photos with were, who, what etc. I found Clips is on the phone already but when I tried to start to caption a photo it just made a video of it (multiple shots of that photo). i really just want to name these files and pretty much need a "for Dummies" instruction.

unfortunately, change is not an option. this is a work phone. I am not really trying to write ON the photo so maybe by using the word "caption" I'm not expressing what I am looking for. I want to attach something to the file in the album that will show up when I search or select that photo that identifies it eg. Site XYZ after management 4/3/20. Right now all the folder seems able to do is group by date or location but that's not enough. Maybe i will just have to download everything onto a computer and label their file names. That will be a pain.
