I can't get to the Hello Screen

I bought a used 6th Gen iPad and when I "Erase All Content and Settings", it doesn't take me to the Hello screen. Instead it acts like I just did a hard reset.

I have logged out of iCloud.

Any suggestions?

Seems the erase process is not completing correctly.

You may need to erase it through iTunes on a computer. See here: Restore your iPhone, iPad, or iPod to factory settings - Apple Support

What exactly do you see when you did the Erase all Content & Settings?

Did it ask you to sign out of iCloud?
