Phone account disabled. I want to enable the disabled service

my Phone say disabled in account in App Store. I want to change that

If you mean that your account is disabled in the iTunes and App Store, then you will need to contact Apple Support as only they can help you. Just be sure to ask to speak to the iTunes billing department and they can explain both why it's disabled, and what will need to be done to remedy that.
