iCloud question

So I’m trying to log into my old iCloud from a phone I dropped into the ocean.

I switched android for a little and when I bought a new iPhone I made a new iCloud account.

i am now trying to access the old iCloud, I know the email and password but it wants to send me a verification code... to the phone that’s in the ocean..

How do I gain access to my old iCloud with only the email and password?
