Access to iCloud

I recently got a new phone, however my old phone which is broken, has my old iCloud that I need. I don’t know how I can gain access to my iCloud since my old phone was the only device signed into it, so I can’t get verification from it. I also have a new number. I know my email and password but I don’t have a way to verifyyyy.😢
