I'm trying to cancel the NOAA Weather subscription, but I can't locate the "Cancel Subscription" option on my iPhone 6 or on iTunes. That option isn't available to me under Settings>Apple ID, and it also isn't available under Settings>iTunes App Store.

You should be able to cancel subscriptions via the method you suggested, please be sure to make sure you follow these photo + verbal steps at See or cancel your subscriptions – Apple Support
If you do not see any active subscriptions, it might be handled away from Apple and you might want to look at cancelling it inside the app directly, although if it is a subscription through Apple it would only be available to cancel with the steps on the link above.
