My iPad Battery remaining 1 percent

When plugged in to the charger, there is no lightning symbol.

I then try to turn off the device and charge, it appears that the device automatically turns on.

But there is no lightning symbol . And able to charge the apple pencil

I tried to charge overnight without the lightning symbol. And now has a 13 percent battery. But there is no lightning symbol
