Personal hotspot error

Hello, i can’t connect my iphone personal hotspot from my other devices ( my pc or other phones ) . I reset everything but the problem remains. I get “couldn’t get ip address” error on the other phones. The only internet connection is my iphone right now, i would be so grateful if you could help me. Thanks.

iPhone hotspot Yesterday I tried to use my iPhone’s (xr) internet on my iPad through hotspot At first the ipad (pro 2018) could find my iphone in wifi list but it couldn’t connect to it and had this “unable to join” error after I tried reseting network settings on iphone and restarting the phone, finally it connected but the problem now was that I had internet connection on ipad and it worked well, but internet was not working on iphone anymore though at the same time everything was fine on the ipad I have used hotspot on my iphone before and didn’t have this problem and I had internet on both my phone and the device connected to it

The only probability I can think of is...

No internet on your iPhone
Data Plan exhausted
