unknown error icloud update Apple ID settings

After reinstalling Catalina, I changed my apple ID password (on all devices) and now cannot update apple settings to access iCloud- get "Unknown Error" when attempting to Update Apple ID Settings.

I have changed my password several times and it still doesn't work. I created a new user and was able to log on to Apple ID, but still can't log on as my normal user account.
