Apple TV remote control usage

I have a 2nd and a 4th generation Apple TV for use independently. The 4th gen is working on all counts, but I have lost the 2nd gen remote. Can the 4th gen remote work on both Apple TV's? I have not been able to pair either the iPhone Apple TV Remote App or the 4th gen remote with the 2nd gen Apple TV because I cannot find a way to go to the ATV Setup Menu on the connected TV and do the setup. Help please. Don99
