Not able to download apps on itunes with new apple Id

I've created apple ID from icloud, and when i try to use itunes, its asking my billing address. I've given my billing address with non of payment mode. but its showing error like "For assistance www.apple.com/support/itunes/ww/." this link. I Did not put a credit card and since I will only get free apps Im not going to. I hit next and it just brings me to the top of the page and says "For assistance www.apple.com/support/itunes/ww/."
