Problem with space on computer

After backing up iPad to the cloud and deleting documents fro the computer, everything is gone from the cloud on all other devices. Is this normal?

MacBook Pro 13″, macOS 10.15

No, you can use a simple external drive to do that.

iCloud is much more functional and intelligent. It keeps everything the same on all of your devices, it also allows you to save space on those devices by keeping optimised copies on them and keeping the originals in the cloud. You cannot delete files though, because that will delete them from everywhere.

Yes, that's quite normal and is the whole purpose of iCloud to keep everything the same everywhere.
