Apple Cash Unavailable- Apple Pay services are currently unavailable. Please try again later

Apple cash has worked for me in the past and I don't use it often so I'm exactly sure when it stoped working. However, I can't load funds or send funds. I can use it as payment in stores though. I logged out of apple id, Ive removed cards and reinstalled cards. Ive checked address on apple id and device. I think I have enabled everything for Apple Cash to work as well. Please help
