Unable to set up Apple Cash.

When i try to set up Apple Cash it always says that Apple Pay services are unavailable. I've been trying for a week.

You mentioned that the Apple Pay services are unavailable when you try to set it up. Have you tried using another network to see if that helps? Is Apple Pay available in your region? Check out this information About Apple Pay to make sure that you meet all the requirements to use this feature.
