If your data is not already backed up, there is no way to save it once a device is disabled. iPadOS and iOS are specfically designed such that the only fix for a disabled device is to erase it by restoring it with iTunes. There is no other mechanism to reset a disabled device.

YOu need to do this there is no other options If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support if photos were important to you, you've should've been backing them up.
