Data won’t transfer to new phone

Anyone know how to fix the problem of my iPhone 7 to transfer to 11? Keeps getting stuck and says unable to transfer then it resets the 11 to start over... same problem 12 tries. Anyone know a trick?

I transferred all data from iPhone 7 to iPhone 13 mini but transfer info on old phone has been stuck on "5 minutes remaining" for hours. But new phone is working fine. What should I do? Take a backup of iPhone 7 on iCloud or iTunes and restore iPhone 11 from the backup.
