Wallet shows it doesn’t have an update on the app and will not let me delete and reinstall

I couldn’t get my Apple Pay to work on my iPhone 7 and wanted to get a new phone anyway so recently bought an iPhone 11 Pro and still have the only version of the app “wallet” it shows it doesn’t have an update on the app and will not let me delete and reinstall the app and my phone is completely up to date. It only gives me a button to either all add a code or search for app for wallet. Not sure why this would still be happening?

You're going to have to explain better what issue you are having using Apple Pay. Typically you can't just delete native Apple apps like Wallet. You also don't update them like you do your other apps from the App Store. Apple apps are updated when iOS is updated.
