Cutting to the chase, I attempted self-repair on my phone screen and tore the ribbon connector for the original home button. Therefore, Touch ID will not be functional unless it can somehow be repaired by Apple. If possible, could I get a new home button, with Touch ID functionality, repaired by Apple? If so, how much would that cost?

Apple won't touch it. Find a competent 3rd party and see if they can help you or recycle it and buy a new phone.
The only way you will know for sure is to call AppleCare, tell them what you attempted and see if they will let you pay the out-of-warranty fee to replace the entire iPhone. This is a user-to-user technical support site operated by Apple.
In most cases your "self repair" voided an warranty on the device and Apple will not attempt any more on it.
Even if I pay them the out of warranty price?
Edit: Phone was already out of warranty as well.
You can ask, but don't be surprised if they turn you away.
