My mom has had an old Apple ID she has had for over 10 years using an old ISP email address that doesn’t exist anymore. Recently she got a new phone and tablet, the tablet uses a new apple id that she made without knowing what it was, the phone has te old one. How can I merge them together so she doesn’t lose her data and purchases? It has to be simple as she isn’t that tech-savy.
You can't merge Apple IDs. You can try setting up Family Sharing between the IDs if you want to be able to share purchases made with the IDs.
When changing to the new ID, there may be some data loss, but you can minimize it. If syncing photos with iCloud, ensure Optimization is turned off in Settings/Your Name/iCloud/Photos and/or in Photos/Preferences/iCloud. Then make sure full resolution photos are on the device/computer. When signing out of iCloud, if asked whether you want to retain data, choose yes.
