how to make my bootcamp partion smaller
can anyone tell me how to repartition my hard drive. I want to make the Windows partition smaller

Use Boot Camp Assistant and uninstall Windows. Then reinstall Windows into the partition size you want. Do not use Disk Utility to resize partitions on a disk containing a Boot Camp partition.
