Can I buy more iCloud storage for my phone through my MacBook? I keep trying to upgrade on my phone and it just says I am subscribed and completing my purchase and it will not leave that screen.

iCloud storage is not for a specific device. Its space on an Apple server. Its tied to your Apple ID, and can be used by all devices using that Apple ID.
If you upgrade iCloud Storage that upgraded storage space is available on all devices using that Apple ID.
