Deleted Photo Can I get it back?

I deleted a picture about a year ago on my iPhone and I am trying to see if there is a any way to get it back. Since deleting it I have done a factory reset due to phone issues does that mean I have no way of getting it back? I have seen some third party apps claiming they can retrieve deleted photos because they all leave a thumbnail does anyone know if it’s true I don’t want to pay for something if it’s not doable.
