Downloading messages from icloud

What do I do if my messages downloading from I cloud get stuck? I tried turning off phone and enabling and disabling messages.

iPhone 11 Pro, iOS 13

Can you try another WiFi if possible? Or perhaps a cellular network?

Thanks for responding! At the moment, I’m not able to try another WiFi or network. Maybe I will try this tomorrow.
