iPad Pro and VPN

Recently while try to build a new iPad Pro from my old iPad gen 6, I got it 80% done then it ask for my Apple ID password and I got a verification error and could not finish or use, after many hours on chat with Apple they noticed I had Norton VPN on, I deleted the app completely and entered the password and it all worked out after that. The Question is do we need VPN on the Pro, and is the latest iOS have good enough security, and did anyone ever face this problem.

The IOS security is good enough for most situations, but if you use a lot of shared networks, such as in a store, you might want to keep the VPN installed, but only activate at certain times.
