how did a VPN get in stalled on my iphone? currently have too many apple id on the phone to make another and it was gifted
Perhaps the previous owner installed the VPN.
Create a new ID (if necessary) and sign into iCloud using the same Apple ID on another Apple device/computer. You should then be able to sign in.
