I'm trying to recreate some Spotify playlists in Apple Music. I am finding that some songs are unavailable in Music to stream, but they are available to purchase in iTunes Store. I subscribe to Apple Music, shouldn't I have access to all songs?

The rights holder - which is generally the artist, their label, or some other legal entity - can separately grant rights to streaming and for downloads, and can do so for some or all of their catalog, on some or all of the available services. They have no obligation to make it generally available.
