On my new Ipad Air 3, I had the auto shut off for display set for 5 minutes and the screen shuts off after 2.5 minutes. When set to 10 minutes, it shuts off at 5 minutes. This is with no touching the screen or Ipad when doing the timing. Why does it shut off at 1/2 the setting time?

Try resetting iPad's settings in Settings > General > Reset > Reset All Settings. Be certain you do not select Erase All Content and Settings as this will erase all of your information. It is a good idea to perform a backup of your iPad prior to resetting its settings.
