Hi guys,i wont to downgrade from mojave to el capitan,i have the backup,but I can’t use the backup,what to do,please need a advice,thank you!

Well. to downgrade from Mojave you will have to erase the drive. What did you mean you cant use the backup?
So you already installed El Capitan? You probably need to use Migration Assistant to move your files over from the backup. It's been a long time since I used El Capitan so I can't be sure.
I backup everything,and after clean installation of el capitan when i wont to use backup,it says you have a newer version of mac os on backup,i c an make another backup but how to,backup without mac os?!
Why? El Capitan is no longer supported, no more security updates etc.
I have an old controller and I can used with sierra,i need only el capitan
