macOS Apps in Business Manager

We recently started managing our macOS end clients in our company. We've added Business Manager in to our MDM. The problem here is that we want to buy our apps through business manager instead of through individual accounts so that we can keep licenses if users leave the company. However, when attempting to purchase an app in VPP on Business Manager, regardless if it's a paid or free app, it always fails. Buying free and paid iOS apps in VPP works seamlessly. I have provided a screenshot if the error.

Is anyone else having this problem? Has anyone found a resolution to this problem? Is Apple aware of this problem? Are they trying to fix it?
