Can Apple Photos to show/print the timestamp? if not, why not?

1 - do you want to print the date on the image when you print the image? The answer is NO, not automatically. You can edit the image and use the Markup feature to manually add the date to the image at a location of your choice.

2 - probably because nobody else wants that feature. Well, almost nobody else. I think I've seen maybe 4-5 other requests here in the forums.

However, you can tell Apple what missing features you'd like restored or new features added in Photos via Feedback - Photos - Apple

A way to show the timestamp for the selected photo is in the Info window (along with other information).

A way to print the timestamp for photos is to use the Contact Sheet printing option, selecting Date with the Captions button.

As for why there aren't more/other ways to do those things, I don't know.

This isn’t a solution for your photos on your Mac but a great solution if you want to automatically add timestamp (time and date) to the photos and videos you take on iPhone or iPad.
