Download an app with business Ipad
I set up a business account to manage all of our devices but now the device won't download a free app. What step am I missing?

You need to pair Apple Business Manager with a Mobile Device Management platform. You purchase the app within ABM, and you deploy the app with MDM. You cannot use managed Apple IDs (those created or used with Apple Business Manager) to purchase apps from the normal App Store.
